Decentralization is the distribution of control, decision-making or operation across multiple participants rather than concentration in one central authority.

A network can run on many computers while a small group controls software changes, voting power or the website most people use to access it.

Technical operation, governance and practical access are separate dimensions. Spreading one does not automatically spread the others.

Decentralization can reduce dependence on a single operator and make exclusion harder. It can also make coordination slower or responsibility less obvious. To understand the arrangement, the label has to be replaced with a map of actual powers.
